A transitional government should be established for the sole purpose of guiding Iran from authoritarian rule toward a stable, democratic, and unified nation. The transitional authority must be temporary, transparent, and accountable to the Iranian people.
The transitional government must have a limited and clearly defined mandate. Its sole mission is to stabilize the country, rebuild institutions, and prepare the foundation for a democratic system. It must not become a permanent governing authority.
The transitional government must commit to implementing the twelve principles that unite the Iranian people, including freedom, democracy, equality among all ethnic groups, equality between women and men, separation of religion and state, rule of law, national unity, economic opportunity, anti-corruption, national stabilization, the end of the nuclear weapons program, and peaceful relations with the international community.

The transitional government must represent the diversity of the Iranian nation and promote reconciliation among all ethnic, religious, and political communities.
Key national institutions must be rebuilt, including an independent judiciary, professional civil administration, transparent governance structures, and accountable public institutions.
The transitional government must establish a fair electoral framework and independent election administration to prepare for democratic national elections.
The transitional government must promote civic education to prepare citizens for democratic participation, constitutional rights, and responsible governance.
The transitional government should work toward restoring peaceful diplomatic and economic relations with the international community.
Once national security, institutional stability, civic education, and democratic elections are established, the transitional government must peacefully transfer power to a government chosen by the Iranian people.
Transitions typically require approximately 3 to 5 years to stabilize a country, rebuild institutions, and organize credible elections.
This transitional period should continue only until the following conditions are achieved:
1. National security and stability
2. Unity among the Iranian people
3. Functioning democratic institutions
4. Civic education and public participation
5. Free and fair national elections
Once these conditions are met, authority must be transferred to a democratically elected government.
